annual_col_vol_grouped - Changed color of the current year bar to be different from the 1st bar.  Added percent bubbles. Relocated the legend. Changed grid back color to same gradient as the annual_blk_vol_grouped graph. Also removed old commented code.

Please check out the grid lines for the annual_color_volume_by location and for the black version. Which version of grid lines do you prefer? The black version has more precise lines so it is easier to compare volumes. Also, is the legend ok?  There is no option in svggraph to move it totally out of the grid.  I moved the percent bubble labels higher to keep the last one visible with the legend.
