I have not yet found a way to style the table of contents much more than what I have already done. I will search more, but am doubtful.

I can check into adding conditional logic to the effect of - base the y axis labels on what the highest value is. The caveat here is that the graphs could be substantially different for each org due to the difference in volumes used. If you want me to proceed, please let me know.
